Do you have multiple entities in your Dynamics CRM system that are simply used for look-ups? Does this work with CRM 2015? I have tried your steps and as soon as I attach the xml file for Business Unit, it skips all the pages in between and goes directly to your step 11. The status shows 0 for all results. I don't even get an error message.
I think you need to save your xml as CSV first and then import the CSV, not the XML
Yeah CRM is dumb enough that it can't import to a different org the same file that it exports, in my experiences. Import as CSV and double-check the Guid.
This does not work with CRM 2016. In CRM 2016 the system tried to update an existing record as soon as it sees the GUID and mapping and it fails.
